Poland’s special services are preparing for possible Russian sabotage aimed at inflaming tensions between Poles and Ukrainians, Tomasz Siemoniak, the minister coordinating special services, told RMF FM on July 1. “Russia’s dream… was and is the greatest possible tension between Poland and Ukraine,” he said.

The warning comes after President Karol Nawrocki stripped President Volodymyr Zelenskyy of Poland’s highest state honour over the naming of a Ukrainian army unit after wartime insurgents blamed for massacres of Poles. Siemoniak said Russian bot and troll activity had intensified in recent weeks, amplifying the dispute online.

Poland’s Internal Security Agency has separately said it uncovered a mechanism using Ukrainian refugees for actions “initiated and financed by Russia,” aimed at straining relations between Ukrainians in Poland and Kyiv. Nine Ukrainian citizens and two Belarusians were recently detained and expelled after allegedly recruiting Ukrainians for paid participation in rallies, Polish services said.

Siemoniak said Russian-linked individuals had shown interest in facilities tied to Polish-Ukrainian cooperation, including sites connected to military aid delivery, though he said no specific plot was imminent.

The warning points to a wider Russian objective: eroding the social and logistical ties between Warsaw and Kyiv without a direct strike on NATO territory. For Moscow, Poland is not only Ukraine’s neighbour. It is part of the rear area of the war.
