Russia is expanding its main drone-production hub in Tatarstan while continuing to secure foreign components through adaptive supply networks, underscoring the limits of Western sanctions.

Recent satellite imagery analysis reported by RBC-Ukraine shows new construction across roughly 340 hectares in the southern section of the Alabuga Special Economic Zone, where additional Shahed/Geran-type drone production facilities are being developed.

The expansion builds on earlier findings based on satellite imagery analysis published by Radio Free Europe/Radio Liberty, with coverage by Kyiv Post, which found the site had already grown by approximately 340 hectares between 2025 and 2026.

Alabuga has become Russia’s primary hub for assembling Iranian-designed Shahed drones, which are widely used in long-range strikes against Ukrainian infrastructure and cities, according to Odessa Journal.

Despite sanctions, investigations continue to show that critical components reach Russia through complex global supply chains. Analysts say procurement networks rely on intermediaries, rerouted logistics, and dual-use electronics, making enforcement difficult and allowing production to continue.

The result is a decentralized supply system with no single point of failure. Rather than being cut off, Russia’s drone production appears sustained through flexibility and redundancy—supporting ongoing strike campaigns in Ukraine despite sustained Western pressure.
